A little different than usual, because the appropriate rules are included in each position, and I'll give you the decision: Yellow is DSQ for breaking rule 11

The purpose of this exercise is to write the facts found and draw a conclusion which matches this decision.
When you are in a real protest-hearing this is something which you should never do! It is called "cooking the books". When you have a conclusion and/or decision, you can always find a way to write the appropriate facts. And it should be the other way round. However, for the purpose of this exercise - it is allowed.
Try to write a list of facts covering each position, without drawing any conclusions in that list.

Facts found

I've made a few suggestions how to improve:

I would also add: ……, sailing on a beam reach on downwind leg, with Blue 2 meters in front and half a boat-length to leeward of Yellow
Yellow sailing faster, obtained an windward overlap within 2 hull lengths of blue
Better: Yellow sailing faster, obtained a windward overlap, with a distance between the hulls of half a boat length; (within 2 BL is already a conclusion)
Blue slowly change course to windward
Fine
Yellow kept clear by changing course to windward
Better: Yellow luffed also, there was no decrease in distance between the boats. (kept clear is a conclusion)
Overlap was broken, yellow was clear ahead
Or: Yellow sailing faster on the inside track, luffed to close hauled, and became clear ahead.
Blue obtained overlap within 2 HL to leeward of Yellow as result of Yellow changing course.
Better: Yellow bore off and Blue became overlapped to leeward at a distance of half a boat length
Blue changed course to sail in the direction of the next mark
Fine but add: Yellow also bore off on a slightly lower course.
After sailing 4 boat lengths contact occurred with no damage
Fine and add: Neither boat did any penalty turns and finished the race
Conclusion and rules that apply:
Yellow as windward boat failed to keep clear of Blue.
Better: Yellow to windward did not keep clear of Blue to leeward, RRS 11.
Decision:
Protest is upheld, and Yellow is DSQ
Key in this process is to avoid drawing conclusions in you facts found.
